THE BEAUTY OF SOUTHBROOM
Southbroom is
regarded as a progressive and effective community maintaining universal
standards on the KZN south coast. The objective of the Southbroom Property Owners
Association (SPOA) is to improve quality of life for all property owners,
enhance the beauty of Southbroom and increase property values.
Over 17 years
ago, with the support of the then Hibiscus Coast Municipality and more than 75%
of ratepayers, the municipal area of Southbroom, sea-side of the national road,
was declared an Urban Improvement Precinct (UIP). The municipality collects a
levy from all ratepayers which is paid back to the SPOA. This allows ratepayers
to manage the provision of supplemental municipal services.
The initial
focus of the Southbroom UIP was the provision of additional protection/policing
manpower in Southbroom via the Southbroom Community Policing Forum (CPF). This
has resulted in virtually no serious crime for many years.
In January
2024, Southbroom ratepayers with approval from Ray Nkonyeni Municipality (RNM)
voted to increase the UIP levy to R389. This enables the SPOA to extend its
reach to assist with road problems, beach facilities and lifeguards, safe
walking throughout the village, shelter facilities at the robots, funding for
water specialists to address water problems, litter and pavements problems,
public gardens, emergencies, street signs, road markings, wheelchair access at
the beaches and much, much more.
Management
The SPOA, a
Section 21 Company (Association not for gain) incorporated in 2005, manages the
UIP levy received from RNM. Six ex-officio members from the Southbroom
Ratepayers Association (SRA), the Southbroom Conservancy (SC) and the CPF sit
on the board. In addition there are 4 elected board members. Funds are
dispersed to the CPF, the SRA and the SC for the management of various
projects.
The SPOA
brings all administrative expenses (audit, banking, insurance, etc.) under one
entity to reduce costs and avoid duplication.
The board of
the SPOA is responsible for all its financial affairs including managing the
receipts from RNM, disbursements, staff, management and financial records,
fixed asset register, budgets, audits, annual financial statements, board of
director meetings and AGMs.
The day-to-day
management of security and policing services is done through the CPF,
conservancy issues through the SC and village matters through the SRA. The SRA
has various sub-committees including the Southbroom Water Action Team (SWAT
III), Southbroom Village Gardens (SVG), the Southbroom Library and the
Southbroom Business Forum (SBF). Separate portfolios include roads, verges,
health, community matters, beaches, town planning, marketing, database,
external relations, electricity, etc.
Volunteers are
encouraged to join any of the organizations and will be most welcome!
Apart from a
village manager, an accountant and cleaners and maintenance staff, there are no
salaries, rewards or any other remuneration for the board of directors,
volunteers or management of the SPOA or any of the subsidiary entities.
